EU directive 2008/101/EC includes aviation emissions in the European Emissions Trading Scheme. As from 2012, airlines flying into the European Airspace must report their emissions, and surrender CO2 allowances. Part of these allowances are allocated for free, based on the 2010 RTK report that has been submitted by the individual airlines.
Emission reporting can be considered as a sub-problem of the fuel efficiency reporting tool. However, the EU imposes extra rules on completeness,accuracy etc.
A robust reporting process and supporting tool are required to be compliant with the directive.
ETS reporting tool is a part of the Fuel Efficiency Tool
